SOLAR 101: A BEGINNER’S GUIDE FOR OHIO’S PUBLIC UTILITIES – Opportunities in a New Administration

Despite today’s high-efficiency pumps, motors, drive trains, aerators, and other innovations to efficiently move or treat water, treatment plants still consume by far the largest percentage of the energy budget of most Ohio local governments, 30-40% or more. Because the equipment operates 24/7, this is not too surprising. Obviously, friction must still be overcome, and a gallon of water still weighs over eight pounds!
At the other side of the energy spectrum, because of Ohio’s central location, its large urban centers and elaborate highway system, and, in part, its large sand/gravel deposits, our local governments manage the largest number of closed landfills per square mile of any state in the Midwest. These landfills sit at the opposite end of the energy and financial spectrums, consuming little or no electricity, but draining resources to comply with long-term post-closure obligations covering large tracts of land that do not produce any revenue.

Although at opposite ends of the energy/financial spectrum, treatment plants and landfills share one thing in common. They make excellent candidates for solar projects – the former designed to reduce a large energy cost – the latter to repurpose nonproductive land to a productive energy use. Adding solar to both is supported by recent guidance from U.S. EPA, and bolstered by the new administration’s Clean Energy Plan. But how do you get started? More importantly, how do utility directors, superintendents, and operators, who are educated in biological, chemical or civil engineering fields, and trained in the nuances of BOD, MLSS, chlorine residual, hardness, etc., “talk solar” with consultants and design firms?
To answer those questions, please join Frost Brown Todd’s Environmental Practice Group (EPG), as it hosts a free lunchtime Zoom webinar on April 16, 2021, to cover the basics of solar for treatment plants and landfills. The EPG will discuss U.S. EPA’s guidance documents. Two leading, Ohio-based design/engineering and developer firms (Melink Solar and Enerlogics Networks, Inc.) will then guide you through the “nuts and bolts” for solar options available to your communities, and how to get started. Finally, Cuyahoga County’s Director of Sustainability will provide you his “birds eye view” of the County’s solar project completed in 2020. And we will hold time at the end for Q&A, so that you can sign off with all of your basic questions having been answered.

This is the first of three planned webinars. The next two, to be held late this spring and early summer, will cover funding and contractual options.
